Transfer Opportunity – Candidates must have permanent status as a Rehabilitation Counselor 2, Grade 19, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law. To be eligible for 70.1 transfer, candidates must have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the SG-19 level.

Provisional Opportunity – In the event there is not a valid eligible list at this location, candidates who meet the following promotion or open-competitive minimum qualifications may be qualified for a provisional appointment:

Promotion Qualifications: One year of permanent competitive or 55-b/55-c service as a Rehabilitation Counselor 1 and a bachelor’s degree in a human service field* or NYS licensure as a Registered Nurse;

Open-Competitive Qualifications:
Either 1: a bachelor’s degree in a human service field* AND three years post-bachelor’s qualifying experience; **

Or 2: a master’s degree in a human service field* AND two years of post-bachelor’s qualifying experience;**

Or 3: a master’s degree in rehabilitation counseling AND one year of post-bachelor’s qualifying experience.**

  • For the purpose of this posting, human service field includes disciplines related to the following: addiction studies; child and family studies; communication disorders; community health; education; gerontology; health administration; human services; nursing; nutrition; occupational therapy; physical therapy; psychology; recreation therapy, including art, dance, drama, and music; rehabilitation counseling; social work; and sociology.

** Qualifying Experience: To qualify for the examination you must have professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions. Internship experience does not count if it was credited toward the qualifying degree.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Duties Description As a Rehabilitation Counselor 2, you would provide a full range of rehabilitation/habilitation services to consumers, including psychosocial, competency training, and residential rehabilitation services, and such vocational services as evaluation, training, counseling, placement and support, and special employment programs. You would be required to handle more complex issues (i.e., assessment and long-range planning) and exercise more independent judgment in performing those duties. You may also be required to supervise subordinate staff.

Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
To be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program). If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or federally assisted program), you may be terminated from your employment.

Expected salary: $64589 – 82036 per year
