Job description: Minimum Qualifications A Master’s Degree with specialization in any of the following disciplines: Transportation Planning, Urban Planning, Land Use Planning, Architecture, Landscape Architecture, Public Administration or Business Administration or in related fields; and six years of experience as described in Note 1 below. This experience must include three years of management experience as described in Note 2 below.
Substitution: Three years of experience, as described in Note 1, may be substituted for a Master’s Degree. All candidates must have a Bachelor’s Degree in any of the following disciplines: Engineering, Urban or Regional Planning, Transportation Planning, Mathematics, Statistics, Economics, Public Administration, Transit Planning or Development.
Note 1: Experience must have been in the design and/or accomplishment of transportation studies or analyses resulting in the development or evaluation of transportation system plans, corridor or sub-area plans; individual transportation projects (from project initiation to design); project and program funding strategies; system management plans (including safety and traffic engineering considerations); regional and statewide transportation action programs; and/or policy recommendations including transportation legislation, financing, pricing or regulation. Experience must include responsibility for administration of contracts and/or grants, and technical review and analysis of proposed contracts and engineering agreements.
Note 2: “Management” is defined as managing others in carrying out the activities described in Note 1 above, and must include budgeting, personnel and administrative responsibilities, as well as supervision of the preparation of written materials.
Duties Description Executive Director of the New York Metropolitan Transportation Program has responsibility for the State’s largest Metropolitan Planning Organization (MPO), the New York Metropolitan Transportation Council (NYMTC). The Executive Director will direct and coordinate the activities of the MPO staff in carrying out the approved Unified Planning Work Program (UPWP). The general duties are described as follows:
-Supervise staff of up to 45 people, and manage $17.1 million budget of consultants and resources of the MPO, which has an annual budget of over $30 million in matched federal funds;
-Develop/prepare the federally-mandated MPO work products in order for the State and NYMTC members to receive federal transportation funds from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA), which include but are not limited to:
-Unified Planning Work Program;
-Regional Transportation Plan, including a freight plan;
-Congestion Management Process;
-Transportation Improvement Program and Annual Listing of Obligated Projects
-Ensure compliance with National Ambient Air Quality Standards (NAAQS) for non-attainment areas;
-Coordinate regularly scheduled meetings of the Council and the Program, Finance and Administration Committee (PFAC) of the MPO members;
-Conduct public meetings and outreach. Coordinate with stakeholders, including elected officials, city, state, and federal agencies;
-This position is located in New York City, and also has supervisory responsibility for the Transportation Coordinating Committees (TCCs) in New York City, on Long Island, and in the Hudson Valley, and the NYMTC staff in these locations.
The selected candidate would report to both the New York State Department of Transportation’s Commissioner, and to NYMTC’s PFAC Chair. The incumbent of this position must be attuned to the policy directions and priorities of state and federal government officials, in addition to being experienced in the field of transportation planning and analysis.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
