Substitutions: An Associate’s degree may substitute for two (2) years; a Bachelor’s degree may substitute for four (4) years; and a J.D. or Master’s degree may substitute for five (5) years of the required experience.

Successful candidates should possess:
1) Knowledge of cultural, racial, gender-identity, and other issues affecting communities’ beliefs about mental illness and treatment; and
2) Strong verbal and written communication skills.

Preferred Qualifications:

Ideal candidates may possess:
? Two (2) years of experience working in an area that relates to individuals living with mental illness or substance use issues; and/or

? A Bachelor’s or Master’s degree in social science, social work, industrial-organizational psychology, or public health.

Duties Description Specific duties include, but are not limited to:
? Seeking, developing, and promoting diversity initiatives at NYSPI. Sharing best practices.

? Developing an equity-focused community of practice where policy development and decision making are assessed with a recognition of implicit bias and strategies to alleviate such bias.

? Providing advice, guidance, and support to NYSPI’s Executive Leadership Team on equality and diversity issues, including establishing and reinforcing the need to apply an equity lens to all decision-making processes, and working with program areas to help identify specific work processes where progress can be realized.

? Providing the organization with cultural climate feedback from across the different work units of the facility. Leading meetings with supervisors and staff to assess status and progress.

? Interfacing and liaising with the facility’s Director of Human Resources, Director of Education & Training, and Employee Assistance Program Coordinators on all issues affecting diversity and inclusion.

? Coordinating events focused on improving staff support and recipient care, with a direct focus on historically marginalized populations. Providing linguistic and cultural awareness.

? Partnering with facility leadership, the Director of Human Resources, Director of Education & Training, and the OMH Central Office of Equity, Diversity and Inclusion, to prepare, deliver and promote equity, diversity and inclusion presentations, trainings, and workshops to staff, stakeholders and partner organizations.

? Maintaining an up-to-date knowledge of anti-discriminatory legislation. Working with others to write, update, implement and review policies. Translating equality legislation into practice to ensure organization meets requirements.

? Attending ongoing trainings required by the OMH Central Office, Office of Diversity and Inclusion and/or Bureau of Cultural Competence.

? Attending OMH Cultural Competence Diversity and Respect and Language Access meetings. Creating Cultural, Linguistic, Respect (CLR) Committee meeting agendas and minutes and managing overall CLR operations. Compiling Reports for CLR Committee. Coordinating the completion of the bi-annual Agency Cultural Competence Assessment.

? Attending monthly or more frequent meetings with OMH and/or Agency leadership focused on the development and implementation of EDI plan for the agency.

? Interfacing/liaising with community groups and other relevant organizations (e.g., the police, local councils, community providers, cultural groups, etc.).

? Providing the facility with client and community feedback. Identifying cultural service gaps and barriers to help improve employee and recipient satisfaction.

Notes:
The Facility Diversity, Equity, and Inclusion Specialist will work directly with the New York State Psychiatric Institute’s (NYSPI) Executive Leadership Team and the OMH Central Office, Office of Diversity and Inclusion to set and accomplish the facility’s diversity and inclusion and equal opportunity goals; train and educate staff on topics such as implicit bias; promote cultural awareness; encourage and promote respectful communication at all levels of the organization; conduct outreach; and work with hiring managers to improve diversity and inclusion and ensure fairness and equity.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

Additional Comments:
This position is eligible for the Downstate Adjustment of $3,026.

OMH hospital employees must be fully vaccinated or willing to become fully vaccinated against COVID-19. Candidates who are not fully vaccinated against COVID-19 may not start working until two weeks after their first does of a COVID-19 vaccine.

Expected salary: $79410 – 99213 per year
