SUMMARY OF DUTIES:
The Lead Project Controls Specialist – NYP is responsible for developing, using and improving existing enterprise tools, systems and work processes to assist Project Management Practitioners in effective management control and reporting on cost, schedule and progress measurement for a moderate complexity project. Individuals in this role may develop project dashboards, schedules, cost performance reports and risk registers in close collaboration with assigned Project Manager and other team members. Lead Project Controls Specialists work under moderate supervision of a Program Manager or PMO Director and may matrix into a project or program team.
ESSENTIAL FUNCTIONS:
- Coordinate Work with Project Manager and team to develop project schedules, risk registers and project budget baselines using standard templates and tools within prescribed parameters of assigned project
- Collect project performance data such as installed quantities, expended labor and other progress measurement data.
- Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the client and project management.
- Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting.
- Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of project’s contribution to the program and/or portfolio.
- Assist Project Manager with maintenance and baseline reviews of project schedules in accordance with approved project parameters.
- Assist Project or Program Manager in evaluation and assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
- Support the intake process of projects through the governance process by developing and maintaining automated project evaluation tools and workflows.
- Partner closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates.
- Monitor actuals and works with other peers to review forecasting against budgets.
- Support the governance and project status review meetings.
- Manage Controls data via EPPM, SharePoint or any other approved EPMO systems and tools
- Adhere to Amtrak Enterprise Project Management methodology.
MINIMUM QUALIFICATIONS:
- Minimum 6 years of relevant work experience with a Bachelor’s degree or any equivalent combination of education and work experience
- PMP in good standing (or ability to obtain within 12 months of hire
- Must have work authorization in the United States.
- Significant scheduling and cost estimating experience on projects/programs with construction cost greater than $25 million
- Ability to read and interpret architectural and engineering drawings and technical specifications
- Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)
- Experienced SharePoint, MSPS, Power BI/Access and Primavera user
- Strong focus on collaboration, team building, and customer service
- Effectiveness working diplomatically across teams with varying objectives.
- Strong oral and written communication skills across all levels
- Ability to organize and present project portfolio reports, proposals, and other related portfolio information
- Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
PREFERRED QUALIFICATIONS:
- Graduate degree in Architecture, Engineering, Planning, Project Management, Construction Management or Business
- 8+ years of relevant experience preferred
- Transportation industry experience
- Direct or matrixed people management
